About Ezulwini Municipality Team

The Ezulwini Municipality consist of five departments and the AMICAALL office. The departments are as follows: 

  • Corporate Services
  • Treasury Department
  • Town Planner Department
  • Town Engineering Department
  • Public Health & works Department
  • AMICAALL Office

Treasury Department has: Mrs Ruth Dube-Maziya as Treasurer, Mr Bhekithemba Gama as the Accountant and Mrs Doreen Motsa as Accounts Officer

Corporate Services Department has Mr Zakhele Gamedze as Corporate Services Manger. 

Town Planner Department has Ms Zwakele Dlamini as the Town Planner

Engineering Department has Ms Joy Nkosi as Town Engineer and Mr Lucas Bhembe as inspector of works

Public Health has Mr Melusi Dlamini as inspector of Public Health and Ms Thandeka Dlamini as a Public Health casual 

The AMICAALL Office has Ms Tibuyile Dlamini as AMICAALL head of department and Ms Welile as AMICAALL Officer 

MEET THE TEAM

Town Clerk / CEO

Vusumutiwendvodza Matsebula

Mr Matsebula has been working as a Senior Manager in Local Government for the past 12 years. He holds a Master of Science Degree in Environmental Resource Management from the University of Swaziland. He also holds a Diploma in Management of Local Development and a Diploma in Enterprise Development from the International Training Centre of the International Labour Organization in Turin, Italy. Mr Matsebula has further obtained a Certificate in Geographical Information systems from UNIGIS, South Africa and a Certificate in Disaster Management from the University of South Africa.

He also holds a Certificate in Local Government and Development Management and a Post Graduate Diploma in Project Management. He is currently pursuing a Master of Business Leadership (MBL) and a Certificate in Public Procurement and Supply Management with the University of South Africa. Mr Matsebula is an alumni of the Young African Leadership Initiative from the Georgia State University – Andrew Young School of Public Policy Studies in Atlanta, USA where he received a Certificate in Public Management. He joined the Municipality in March 2008. He previously worked for the Pigg’s Peak Town Council as a Town Clerk / Chief Executive Officer before joining the Municipality.

Town Engineer

Ms Joy S. Nkosi

Ms Joy Nkosi joined the Ezulwini Municipality in October 2017 as the Town Engineer. Ms Nkosi has previously worked in the Economics and Management Consulting sector as an Energy Consultant. She has over 6 years of experience in the energy sector and has conducted market (business) and regulatory (economic) analyses for several utilities across North America. She has worked on market analyses of the Swaziland Energy for Economic Consulting Associates (ECA-UK). In her client facing roles, Ms Nkosi has honed the skills of analytical problem solving, time management and collaboration. She has also harnessed her ability to translate complex quantitative and technical assessments into reports and presentations that are understood at high level or at a detailed level to cater for a range of clients. 

Ms Nkosi holds a Bachelor of Science in Civil Engineering (NQF8 Honour Degree) from Brown University; an Ivy League Institution located in Providence, Rhode Island, USA. She is registered under the Engineering Council of South Africa (ECSA).  She has further done training on Geographic Information Systems, Management of Industrial and Non-profit Organisations, as well as Corporate Governance.

Town Planner

Zwakele Dlamini

Ms Zwakele Viwe Dlamini, is the Town Planner for the Ezulwini Town Council. She joined the Local Authority in February 2011. Ms Dlamini holds a Masters Degree in Town and Regional Planning obtained from the University of Pretoria in 2017. This follows an Honours Degree in Town and Regional Planning obtained from the same institution in 2009. She re further received a Postgraduate Certificate in Disaster Risk Management from the University of South Africa in 2013.  She has also done a number of managerial short courses such as Project Management, Occupational Health and Safety , Collective Bargaining& Joint Negotiations Skills to name a few.

Technical skills include Land Use Management, Local Economic Development, Geographic Information Systems, Strategy Formulation and Research. Her working experience includes working for both the private sector having worked for Plankosult a Town Planning Consultancy in Pretoria, South Africa and the public sector as an intern for the Municipal Council of Manzini and in her current position as Town Planner for the Ezulwini Municipality. Her interests include personal development literature, SMMEs and women empowerment.

Town Treasurer

Ruth Dube-Maziya

Ms Ruth F. Dube - Maziya is the Town Treasurer for Ezulwini Town Council. She joined the Local Authority in May 2006. Her main responsibility is to manage the Financial Affairs of the Local Authority. She holds a Masters in Business Administration (MBA) which she obtained from Regent Business School in December 2013. She is currently pursuing her studies to be a Chartered Certified Accountant with the Association of Chartered Certified Accountants in the United Kingdom on a part time basis. She is a member of various professional bodies which include the Africa Finance Network Forum representing Swaziland, the Chartered Institute of Government Finance Audit & Risk Officers.
