CEO

Mathokoza Shongwe is a mature and level-headed Senior Executive and Project Manager (PM) with over 15 years’ of experience in the field. He is a former Physical Planning Officer in the Department of Housing & Human Settlements, where he worked for 10 years, supporting urban areas within the Kingdom of Eswatini.

He holds a Masters degree in City and regional Planning from UCT and a Bachelor of Science degree from UNISWA (now UNESWA). He is a Primavera P6 Enterprise Project Portfolio Management 8 Implementation specialist, having been trained by Oracle University.Read More...

Ms. Xolile Maphanga joined the Municipality on August 2019, and previously worked for Eswatini Standards Authority and Eswatini Railways. She holds a Master of Science Degree in Environmental Resources Engineering, a Bachelor of Science .

Mrs Ntombizodwa Vilakati

Town Treasury

Mrs Ntombizodwa Patience Vilakati has vast experience in Local Government, having served across three Municipalities. She Joined the Municipality in 2019 from Pigs Peak Town Council where she was Town Treasurer for eight years. Prior to Joining Piggs Peak Town Council, she worked at Matsapha Town Council as an Accountant from 2005 to 2012. She holds a Masters of Business Administration (MBA) and Bachelor of Commerce. Mrs. Vilakati is ambitious, a good listener, non-judgemental, values diversity, has a high aptitude to change and she is always eager to expand her knowledge and capabilities. She further has competence in leadership, multi-tasking, team work and computer skills. Her responsibility is to drive the Council’s financial strategy.

Mr Leonard Bennett

Corporate Services Manager

Mr Leonard Bennett has vast experience in human capital, stakeholder engagement, leadership, strategy, corporate services, project management, and employee relations, and he has led numerous teams over the years. He is a people-centric leader who has led successful projects in the Corporate Services Space. His humble beginnings started at Ubombo Sugar Limited where he served as a Graduate Trainee and proceeded to hold positions such as Group Human Resources Manager for a company in the Financial Services Industry in Eswatini, Regional Human Resources Manager for Avacare Health Group, Human Resources Manager for Swazipharm, Human Resources Manager for KFC Group and Human Resources Lead for Waterford Kamhlaba UWCSA. He holds a National Diploma and bachelor’s degree in human resources management, a Post Graduate Diploma in Management, and an MBA in Management strategy from the University of Namibia. He is a registered member of IPM Eswatini and an affiliate of numerous regional and global professional bodies. .

Town Planner

Sihle Mkhatshwa-Dlamini

Town Planner

Sihle Mkhatshwa-Dlamini holds a Masters in Town and Regional Planning from the University of Pretoria. She also holds a Bachelor of Technology Degree in Town and Regional Planning from the Durban University of Technology, and a Diploma in Town and Regional Planning from the University of Johannesburg. She has over 10 years of work experience from different institutions in the country including the Municipal Council of Manzini, Pigg’s Peak Town Council, and the Ministry of Housing and Urban Development. She joined Ezulwini from the Municipal Council of Mbabane. She is registered with the South African Council for Planners and has served in the Eswatini Town Planner’s Association as the Treasurer since 2021. Mrs Mkhatshwa-Dlamini is an analytical thinker and believes in finding sustainable solutions to problems.

Mr Phuthuma Shongwe

Town Engineer

Mr Phuthuma Shongwe With competencies in Geometric design, Land surveying, Project management, Railway engineering, Contract management, Quality Control/Assurance, Water engineering and bulk water supply, Maintenance of infrastructure, Track Maintenance, Construction materials, Construction management, Mr Phuthuma Shongwe previously worked for Inyatsi Construction and Eswatini Railways. He holds a B.Tech Degree in Civil Engineering specialising in Transportation obtained from the Vaal University of Technology. He also holds a National Diploma in Civil Engineering from the Vaal Universitu of Technology. He also has a certificate in Project management from Stellenbosch University and a certificate in Railway Engineeing from the University of Pretoria. He is registered with the Engineering Council of South Africa (ECSA) and is proficient with AutoCAD. His working experience includes working in Road construction projects. He is passionate about bringing ideas to life and believes in team work.
